Father Time Teaches

Father time (wearing a bit old clothes, showing his age?) tries to teach some rude kids about numbers. It's a bit odd. Not sure why teaching them numbers is important. And what's up with his hair? Reminds me of that nasty scene in Something About Mary. Could that be whats in his hair....?!
