Inkscape is a SVG (Scalable Vector Graphics) drawing program with the goal of being a 100% SVG compliant editor.
Usage of Open Clip Art
By default, one may open any SVG file from the Open Clip Art Library with Inkscape. From there you may edit, adjust, and change to SVG until it has the desired look and characteristics.
Additionally, using the Import function, an SVG may be imported into any current project in Inkscape. In the Windows port of Inkscape, the Import command can be accessed via the menu (File-Import) or through the short-cut Ctrl-I. When the SVG has been imported, it will be 'grouped' meaning all of the elements within the SVG have been linked together to form a single selectable object. To edit components within the imported SVG, first select the grouped object, ungroup (right-click menu, Menu Bar: Object-Ungroup, Shift-Ctrl-G) and then continue editing as normal.
Inkscape can also be used to convert the clipart into the OpenDocument Draw format, which is natively used by OpenOffice. Just save a clipart or region of it as this format.
